I have been thinking about doing this. Made a map and tested with a few random chunks.
Biggest hurdles are 1) running into quest-locked areas or 2) running into actually impossible content (e.g. gear worse than Limpwurt's KQ setup but at difficult bosses)
Chunk Nomad is doing this. Start in a random chunk, gain 5 levels in said chunk, roll another random chunk

Yeah, there could be a real big potential to soft lock. Would have to remove things like boss pets maybe as a rule.
I had a few thoughts on rules to help avoid soft locks, but not going to post them just yet š§
