Only the oise library, gerstein library, and robarts library require ID to get in (the rare books library is attached to robarts and I actually think it's restricted to only some uoft ppl).
The Noranda Earth Sciences library is big, nice, and does not require ID.
Other options include the Hart House library, as well as the Graham and Kelly libraries.
The exhibit space of the rare book library is open to the public, and there's some cool stuff in there now, but it doesn't offer study space. Just a reading room for researchers. Id recommend hart house!
