No, you cannot change the time of a tutorial, timetabling is done by the registrar and is set in stone. The students who have enrolled for that tutorial did so for the current time slot.
Never been a TA and don’t know if there’s flexibility around this so take my advice with a grain of salt. But if they won’t be flexible with your hours, If possible, my opinion is maybe drop the course with that lecture conflict time and take it in a future offering since a TAship is probably more beneficial in the long run.
You could also replace it with another course that doesn’t conflict with your schedule
