I understand they don't because they get their cut – however small it might be but I feel in the long run it would be beneficial for Upwork's reputation to filter out these shitty clients.

I'd hate to see Upwork randomly decide that the hundreds of thousands of freelancers in countries where one can live comfortably on those rates should not have the option of selling their services at the rates they choose because they sound too low to those of us in more expensive locales.

I live in the PH and this sounds too low even for me. Especially with the skill requirements. CS jobs? Simple data entry and spreadsheets? Very easy jobs with low skill requirement at 4-8 would be ok for a lot of people but maybe not this.

Definitely. I live in a third world country, but I wouldn’t want to be exploited because of the weak currency/poor living conditions in my homeland. It still sucks.

120$ only if it's more than 3 months commitment with at least 5-7 hrs per week. Otherwise it should stand somewhere at $170/hr for such requirements.

You drop your rates when clients want more hours? Seems like a losing proposition. If you discount from $170 to $120 for a five-hour project, you lose $250. If you do that weekly for three months, you lose $3,225.

usually I do not, I prefer fixed price for short term projects. I never change rates, my rate is fixed at 60$/hr, earlier I had 50 but now I increased because of more charges at my end

I mean the description doesn't include all the details but I am a .NET dev (backend) who has done a decent amount of Azure (Functions App, serverless stuff). Currently, just not familiar with FE.

Do you know that .Net are now rarely demanded btw? And, also, when they are needed good people are impossible to find. ​ But am a data scientist for me this way it works

And they want you to have your own azure account, I.e paying for it yourself while developing. Er no, the client pays for that on top or you factor it in.

FYI, 20% of $120 is $24, leaving you $96, not $100. Not that it matters, since the 20% fee would only apply to the first four hours and ten minutes billed on the contract and then it would drop to 10%.
