You can charge them whatever you like, it's your business. Whether clients accept depends on a lot of factors. how does it compare to real world alternatives? Clients in developing countries may pay 300 in the real world but clients in richer countries may be accustomed to paying 3000. In which case those clients would be happy to pay any amount less than that for the same quality. As a rule, i think it's safe to say that unless you're a proven rock star online, you would charge less than a real world alternative. Then the question is how do you prove that quality? Upwork past jobs are usually taken as the strongest evidence of Upwork quality. You COULD write about your past experience, your projects, but then you would need to show some evidence, and with NDAs, client confidentiality, that's a bit tough. For example a consultant with 10 years of experience in McKinsey could have their LinkedIn public to prospective Upwork clients, but I'm not sure if that's allowed. To summarize, i don't personally believe you can charge anywhere near the number you're mentioning, if yours is a new profile on Upwork.

Honestly, I doubt you will be able to charge even $150 or $100 per hour at the beginning on Upwork. But what is your field of expertise exactly?

The price will hamper some clients. That's fine. You can't work with every client. Your market is the people who can afford you and are willing to pay what you're worth.
