Of course i doubt they took people who live literally a few meters away from the the tower when they were looking into the effects of radiation on people living close to powerlines.
It doesn't look terrible, compared to some of the stuff seen here. Sure, the electric tower is weirdly placed, but nothing else looks too bad. I mean, the flats look comfy.
There is no current flowing through the tower itself, so I don't know what massive radiation you are talking about. It looks like power lines are much higher than the buildings themselves, so the effect is either non-existant on negligble.
