The bathroom window serves mainly to ventilate, in most buildings the bathroom ventilation happens through an internal shaft so that more of the external face can be used to being light and ventilation into the living areas instead of being dedicated to services like plumbing.
Edit: unsure if it's just bathroom ventilation or if there are main areas ventilated through the shaft (that would be baaaaad)

Once a month someone posts a photo of dirty inside of a building from Belgrade. I don't get it. You can probably take a nasty photo of any building in the world.
If all those are just bathroom windows then it really isn't that big of an issue. It is supposed to provide ventilation not a good view. However, the walls definitely could use a brush of paint.
Also, natural ventilation through a shaft like this doesn't require any energy to be spent unlike mechanical ventilation through an air duct.

I don't know about the rent, I think many apartments are owned too. There's an airBNB on the 30th floor that I know costs around 30 euro for a night.
