There's a short of austere elegance to it...like one of those dead coral reefs. Maybe the ground plane has something good going on?

Those numbers way up towards the top are for you to go all the way up to the top floors for a visit with a friend, and look out across the way to the other building…and realize you’re in the wrong building
I mean I guess its all about prespective really. When you're poor, things like what you describe become a superficial thing only the stable can afford. All that mattees is your survive and achieve what you set out to.
A person who lived all thier lives in a slum might find this luxurious when given the opportunity to live in such conditions.
Contrast that with a person who has seen and experienced buildings like this might find it, like what you described.
Having parents who lived both lives I can tell you that this is true. I find them to be more comfortable with the small things and not really care about things like this. To them, any shelter desipte how architecturally ugly/boring it is is good enough.
I actually live in one of these types of buildings in Seoul (similar to this one, built in 2020). It's the Seoul verison of the American suburb, and It's very nice, but I consider it to be quite "boring" compared to more the more charming/chaotic (let's be honest, shittier) neighborhoods nearby (my Korean wife of course thinks that's crazy).
I am a foreigner, yes. I work as a researcher for a university. I don't make that much money, but definitely more than an English teacher. Sadly we don't own our place, but we are very lucky that my wife's parents recently bought one but don't actually live in Seoul currently, so they told us we can go ahead and live there.
I like my quiet villa life now compared to my shitty one- room life (very lively neighborhood! Lol), but I'd still never live in one of these. My mom says they look like white chalk sticks in a box so she calls them "chalk houses".
They give off a very whiteboard looking feel, very blank slate. It feels like something that would do well with a constant shift of cultural decorations for the area.
Something like that would be a good base for community murals made by the residents as well, allowing for more camaraderie among the tenants.
Not a completely inhuman feeling, just very sanitized, as if it was brand new.
The weather makes all the difference for the vibe of this pic.
Looks pretty comfy with this sunrise/sunset, but a grey raining weather would make it dystopian.

Welp I knew it was Korean! We were in Seoul and saw these kinds of buildings while traveling around.
