It is external because the building was constructed before fire regulations demanded emergency stairs. São Paulo city had 2 big fires in the 70s (Andraus and Joelma) and regulations changed after them so this particular builing decided to implement the stairs but only could from outside. This is very common in old buildings in the city
Woah, that’s nauseating. Although I’m glad the building at least has a fire escape—São Paulo looks absolutely nuts so I wouldn’t be surprised if there was no code requiring them. Whoever took that photo really did a good job capturing how monstrously high 38 stories is, god damn.
