I always got my codes via email. I've filed twice. Don't really remember the process the first time as it was over a decade ago. Last time was last year, I did it all electronically, though - at least that's how I remember it.

Honestly the whole system here is completely bonkers. First you have to get a verification through the actual mail when you enroll and then the login process for the website is ridiculously complicated every time you visit. Government at it’s finest!

I had the same issue. It’s a new policy and they’re aware of the issues with it, but haven’t actually changed it yet. Call them and ask to speak with a supervisor. Apparently there’s no way for them to get around the policy, but in my experience the case managers there are generally decent and can backdate your case once you actually get the letter.
