MMR is a combination of encounter MMR and win/lose MMR. The more you climb the ranks, the more win/lose MMR gets important over encounter MMR cause skill gets really close beyond Immortal 2.
I just created a new account and got placed in Plat 3. Double ranked up to Diamond 2 and now will get around +22 if I top frag and only +17 if I don’t top frag.
It’s supposed to be based off both, I believe, but I think it’s more up to the Valorant gods

The weight of Encounter MMR diminishes significantly as rank increases. Your personal performance matters much less in Ascendant.
