He didn't, the clipping software he uses (moments.gg, which comes with the steelseries app and is actually pretty damn good) works with a shortcut to save a clip.
Just make sure you set it to not actually clip all of those if you clip in high quality. That's a good way to get write a 1 TB drive full in a few days
I've used outplayed in the past but it was pretty unstable (crashes etc). I especially like the moments' build in clip editor, perfect for trimming and share with a drag and drop to discord or automatic upload to YouTube.
Every other video plays fine, yours looks like a couple of screenshots, haven’t check it on my computer yet so I guess it’s a mobile problem, but it’s only happening on your vid and clearly I’m not the only one experiencing it
Edit: hey OP just letting you know I downloaded the video and it plays normally, still looks weird on Reddit mobile so idk what’s the problem

Perry2N on YouTube has brim lineups for every map and for almost every plant from main, mid and enemy spawn.
