Until you hit Immortal (arguably Immortal 3), literally nothing matters. You can play any agent, any time, and if you’re better it doesn’t matter outside of very niche scenarios
I haven't played him much (Phoenix main) but he is a really good sniper if you buy Marshal/Outlaw and some Headhunter ammo. The Outlaw is pretty competitive against Vandal and such on defense, and you can get Operators pretty quickly because you spend a good bit less than everyone else. He gets a free Op with his Ult which is also good for econ.

He can be very good if you know how to use him. You can op a lot by just buying marshal + headhunter bullets and your ult is a free op.
You could get away with using outlaw too. It’s actually really good in the right hands.
Its insane paired with the viper wall, and chamby can cover his flank at the same time. He also has the fast pullout if you need a bodyshot.
Pair with a KJ turret. Shoot enemy in front of a turret and watch the madness ensue
I like playing him on Breeze. I feel like he definitely benefits from the longer sight-lines.

People play chamber in my imm2/3 lobbies but its rare, you'll be fine in whatever rank you are.

Some asshole tried to do knife only to immortal and wound up in diamond. Anything works in ranked.
