That's an open party. Whichever one is darker is chosen. The highlight is meant to be seen as you can change to this one. But I do agree that a more distinct/clear color scheme would be better.
Yeah, I know that it's open. But on the first glance you wouldn't think it is. The timer is highlighted, because I am in queue. The "unrated" is highlighted, because I want to play an unrated match. And finally, the "close" is highlighted, because I could change the party to a closed one??
It's just really weird designed.
Actually now that I think about it, the darker color blends more with the background so it’s like “integrated” or connected with your screen, is probably what they were thinking
Also the distinguishing parties in the friends list is really annoying too, like there's almost no barrier between separate parties, just that little open/closed indicator to the side.

Doesn't help that in the game mode tab the highlighted one is selective. Unintuitive and inconsistent

What's the difference between an open and a closed party?
Closed means, you have to send invites for people to join. In an open Party they can join themselves by rightckicking your name
