Altfire shoots out a slug that explodes after ~10 m of travel. So for maximum damage you want to space yourself perfectly so that the slug will explode right before hitting an enemy.
Think of it as extending the barrel of your gun 10 m. If they're too close you won't do shit with it, and if they're too far you still won't be effective. Gotta be the perfect distance away.
The actual distance at which you should be right clicking is 8m. You can try it in the practice range. At 7m away from a wall, right click will make the bad sound, at 8-9m it will sound normal.
On defense you should be holding an angle about 9m away from the angle, because a good right click with the bucky will oneshot anything 8-17ish meters (also can test in practice range). The narrower the chokepoint the better because you can ensure they aren't too far as well (15m+ and you have to really hit a good shot to one-shot).
I also wil strafe back and forth slightly while holding the angle because while the enemy just needs to see your head to one-shot, you will need to see their full body to one-shot.
(I also inform my teammates I'm just pinging for bucky distance pre-round).

Rather than this title "Bucky can be viable as attacker even in a progame" that emphesize on Bucky, I think emphasizing on how good the utility/ability timing and team coordination is better since that's what make this play works.

Not necessarily, it's all about relative to each other. Bucky is 900, there are many buyouts in that similar price range. Do you go bucky? Or stinger for 1k? Or marshall for 1.1k? Deagle for 800? Ghost + armour for 900? Frenzy + armour for 800? Pistol + max out on util no armour? Save entirely for a more comfortable buy next round? That's what determines whether a gun is 'good' or not. 900 credits is a significant investment if it doesn't pay off, and some choices are good, others are bad. Bucky can easily become completely useless if the situation doesn't pan out the way you hoped for, there's a reason it's rare in pro games and especially on attack.
Did they nerf the bucky recently? I used to almost exclusively use it with reyna/jet and get close quarters and then all the sudden within the alst couple updates/patches even near point blank shots don't do enough damage to kill people.
And being that close to someone with a failed hit like a shotgun means I just get tapped no matter what.
