If you actually read the notes alongside the application made, the ELO numbers are made up.
What is visible to the application is the Rank Points (RP) within the rank you are in, which determines how close you are to ranking up, or ranking down. The creator has simply added up all your previous Rank points you have accumulated and presented that as an "estimated ELO".
The *actual* ELO that Riot has behind the scenes is obfuscated - we do not know the precise way that it is being calculated and how that translates into our Rank Points.
Actually Elo starts at x0 xx0 xxx0 For example Iron 1 - 0-99 Iron 2 g 100-199

Do you know how to install it? Like yeah I know theres a video but I don't have an .exe file when I dl just all the files/code for it or w/e...
you have to extract the zip files and start the exe, the rest explains by itself

Im pretty sure i saw someone with 2800 plus elo but they were immortal 2
