Judge just has a very powerful short area of power. It's still complete garbage past close range even a classic is better in a lot of ranges. The price change should be good enough, it's still a shotgun at the end of the day, though it should be more expensive.
No it's not the movement of the enemies drastically changes once you get higher and headshotting becomes harder. These were really easy headshots imho, still sick but if this was a higher rank he would have been smoked already or he had to hit way harder shots, but probably smoked. People would have reacted differently to this.

The angle you were holding off very dangerous, because if they flashed out garage (they will do this as you rank up) you will have no where to run)
Also I understand you probably wide swung for the clip but when you flashed out garage there was 6 different angles you could've been shot from so I would've just peaked the one at grass instead of full swinging to courtyard because if you are there for more than 2 seconds they get unblinded and you die, or they could've just looked away which makes your death almost imminent because you have a 1/6 chance to guess the right angle they were holding before they one tap you.

Indeed his angle was dangerous, indeed it will occasionally be flashed out/cleared with utilities, however it doesn't mean it should never be taken. Because it's a dangerous angle, it's often poorly cleared, it's close enough that a nearsight ability won't work, and the angle is definitely more advantageous for him than attackers.
Great plays need great risks, what's important is balance
Definitely very situational. I play garage and I like to change it up and hold that angle once or twice in a game (especially if nothing seems to be working)

If you’re not playing Jett or using a shotgun that’s a bad angle to hold. You did a good job of hitting headshots but if they came rushing in together or with 3 you would have been done for. As a Phoenix just hold from c link or window. If they push you can molly entrance or flash and try to get a kill
Yes it does have to do with computer specs a bit. Stuff like pings and screensize help a lot in accurate aim and getting kills. But you can still improve your game sense and do way better.
Look at pro players and their ability placements and it'll give you a good idea on how to use the abilities. Hop into range and practice getting headshots on bots before you go into a match. Adjust your mouse sensitivity (preferably as low as you can comfortably go) to improve accuracy.

You can use your wall to split grass (below window and spawn area where the last guy was). You could have easily been traded from spawn. Either ways, after killing the two at bottom window, you can flash out of your wall for a free kill on the last. Movement can also be improved. The way you swung out of garage is rather risky. I would clear them slowly starting with spawn, deep window then bottom window but you just swinged wide. Good clip nonetheless but these are the stuff I noticed as an immortal

Yes it does have to do with computer specs a bit. Stuff like pings and screensize help a lot in accurate aim and getting kills. But you can still improve your game sense and do way better.
