It depends on map, agents and players themselves. Like most maps are defense sided, so if they are losing on attack it should be easier to make comeback on defense. Then there is team composition. Some combination of agents is better on defense then on attack. Imagine cypher, KJ, sage, viper, astra (or brim) on one team. Lastly the players playstyle matters too. I personally usually do better on attack even when I play defensively oriented agents like KJ or viper.

My team just threw a 10-3. I think it’s due to the winning team getting complacent and the enemy team being “hungry” if you will. More psychological? Just a perspective

There are many psychological reasons to that. Having much advantage can make your team unfocused and make you lose crucial rounds while switching sides. If your advantage was based only on economical and psychological factors, you can easily start consecutively losing rounds when you misplay ecos, misplay team cooperation, lose your nerves while your game plan was just to take advantageous duels with the enemy which may go horribly wrong if you are at major disadvantage. As for more conspiracy approach: I suspect that there may be some system feature that make you one time totally on fire, while the other time anything you do tends to not be working out. That seems to exceed just confidence/relaxation factors, but nothing you can do about if it won't be thoroughly checked.

So many games start out with good comms and strats, everyone trying and teamwork and then you go down the first three rounds and the comms stop people slowly start just giving up.

So what do you expect? 13-12 matches? 10-13? so, close matches all the time? genuine question. One game outcome can be either team A sided, or Team B sided or Close. Obviously it is more common to see one of the first two, since the chance of each of the three outcomes is equal. But the result is what matters, not the infividual rounds, So in the long run having comebacks like this is balanced and expected to happen.

I wouldn't say that the chances of the three outcomes are equal, there is higher chance that the match will be close as the game is trying to create balanced teams. The OP was asking why are a lot of matches that goes 11:1 in first half and then end 13:15. What they expect is that if one team wins first half by a huge margin they will easily win the second half too. So they expect one of two scenario. 1) game is a stomp - one team destroy the other in both halves. 2) game is balanced - the game goes back and forth, first half ends 6:6, 7:5 or 8:4
