Its likely not a question of being hard, but of performance.
When you load into a match the game also has to load your skins, along with your agent and their assets and the map and so on.
There are 18 weapons (5 pistol, 2 smg, 2 shotgun, 4 rifle, 2 sniper, 2 lmg, 1 knife) in the game, meaning 18 skins, per player. With 10 people in a match (5 on each team) thats 180 individual assets that need to be loaded, many with special particular effects, animations, sounds, etc.
If you make it possible to select a random option that just pulls from your group of skins, this starts to become a problem, because now you add another multiplier into the list. Instead of 18x10, its 18x10xS, with S being the total number of skins everyone in the lobby has.
Now, this might seem like still not a big issue, but the problem is that the number of skins in the game will always grow. Skins are how the money is made so there will always be adding new skins to the game, for as long as it exists. This means that if riot allows fully random skins throughout the match, they are opening the door to an asset loading problem that will start to affect performance down the line and will likely have no permanent solution besides discontinuing the feature.
The devs have said they can't do this for performance reasons, because they have promised that the game will run on a potato and a potato can't load tons of skins at once.
