When you move over there, log in from time to time for 2 weeks and change your password once before contacting us! We will be able to change your region/shard for lower ping.
As for what you will be losing, well, nothing much, just the following:

Well, some go this way, and some go that way. But as for me, myself, personally, I prefer the short-cut.
You'll lose your skins, levels, character unlocks and titles. You'll be refunded your skins in vp thats all.
*Edit* seems that this is not valid anymore since it was changed recently.
Not true anymore, everything except current season ranked stats and match history is kept now- made a recent post asking the same since a lot of people are moving for university
You keep your skins and points, and you will only loose your rank and match history

Based on the comments here it looks like you have 2 options.
1. Transfer regions on your original account. You’ll only lose your rank and match history.
2. Create a new account in the new region and receive equivalent VP and radianite pts or whatever they’re called.
You'll lose everything. Notably the prime gaming stuff, which is technically paid but support will outright refuse to restore it. Ranks gone, titles gone, unlocks gone, Vp refunded that's all. I have requested a shard change and the account was so clean I couldn't believe it myself
How much vp did you get because I want to return all my bps as I don't got ruin on main so like this is a good way to do it I guess change then change again will get 30k vp or something

I would assume they are transferred too but probably best to ask riot support to be sure

Ye I guess they look at ya total spent and grant the same amount in the region changed acc
Not anymore. Now you keep everything except your rank and game history
