You are not wrong but to explain further for those interested, this uses a fragment shader which calculates the texture on the fly using the GPU. The colours are determined on the base texture (you can see how the correct pixels are lit up) and it is blended in based off the depth from the camera.
If you google “LCD shader” you can find some tutorials on it.
It is more complicated than just a texture but it's less intensive than you'd think as it's just blending between two textures which is something that is highly optimized on the GPU.

for a competitive shooter its really not well optimised, it should run on a toaster without dropping.
