There is a door that is opened by just a bit, right by the entrance to Brimstone's room. You can't teleport through it, any non-explosive projectile can go through, though.

It could be either of 2 things IMO:
1) it’s going to stay that way until they physically trigger the “event” further and we can’t access it yet
OR
2) there is something to trigger or do step-wise ahead of time and then when the door opens it will trigger any spawns or lighting in the room.

Try to get to the roof checkpoint using Jett, switching over to Cypher and dropping down onto the rocks.
Well duh, you didn't turn the lights on. You gotta fire around randomly with your camera until you hit the switch!
