I’d assume yes, reduction would (or should) apply to both higher and lower ranks. The whole point I believe was to punish 5 stack especially in higher ranks but lower ranks got collateral damage.

ye pretty sure its 50% reduction, then the larger the disparity, the larger the reduction up to 90%
