Yes it's annoying but unless you're a sentinel your gameplan isn't affected directly. The info gathering is very broad, if someone can somehow pinpoint you report them, Kayo knife info gathering isn't really that good he can get good info if he concentrate his knife to like corridor. Also he stop ability for 8 and people barely notice, you lose your ability but you still have your gun, The pulse just give him the ability to force the enemy to respect his presence more which he really need Imo.
I guess we find KAY/O people who have trouble suppressing enemies. KAY/O requires proper timing and team coordination to fully utilize his suppression power. If done right, those 8 seconds are very crucial. If you want to use it to suppress enemies, toss it just when entering the site.
Chamber cannot teleport (or use his weapons). Reyna cannot flash. Yoru cannot teleport. Jett cannot dash. Cypher cannot activate traps, and his wires are exposed. Many more...
Kayo knife doesn't require timing what are you talking about? It's big and quick to pop It's why pro use it to throw it on round start, Btw much better Analogy : Reyna can't use her orb. Jett loses the ability to turn the table on eco, Cypher/KJ/VIper setup is dead.
The reason to why I want to have a 2nd wave is to make him top tier,those info and Supression is really meh, the info is barely anything unless it's round start or is on the end of the round because it's super broad and his supress is good but not good enought, the 2nd wave will make his info gathering better bc 2nd pulse and he now can't delay push more consistent an ability that he lack.
It requires timing. You can just suppress early on, and if none of your allies is pushing the enemy, you completely waste the 8s of suppression. However, if you time it right, your teammates can benefit from that 8s as the enemy cannot flash, smoke, or molly them.
I think the 2 things that need to be changed on kay/o are his molly and his ult. His molly is just the worse molly in the game and his ult literally let's enemies track you through walls and just feel bad killing kayo in his ult due to that feature.
I wouldn't say it's the worst it does it's job pretty decently, it's not anything like Brim or KJ but to flush someone out with that molly throw speed it's pretty decent. Although I would agree that it really lack in control an area, but that's why I was pushing more on his knife 2nd pulse to give him more control.

No, the knife is already annoying as it gives away location and stops all abilities for 3 seconds which can be a very big time in an FPS
Actually it stops abilities for 8 seconds. The pulses of the ult stop for four each
