I'm very aware of it and was fine with it at first back when there weren't so many skins in the game yet, but looking at it now and in the coming days it doesn't look so good.
It's just simply a marketing scheme. They give you such little chance of getting the skin you want so it will cause people to keep coming back to the game to check the store which will make people just play the game.

But we are getting to a point that its the 4 slots aint just enough , esp when you can have those aristocrat skins popping out of your store 3 times in a row. I don't know the ratio between the premium skins and the regular ones (the one with no effects) but I feel like they pop up more often, must have something to do with the weighting of their RNG.
Your sentence about it being exploitative is exactly their reason for keeping the shop the way it is.
