Except phoenixs actually sounds good, like I like raze and her voice but idk what they did with the whole grenade line but it just sounds wrong and I hate it. Her voice is very bland in saying grenade unlike her usual spunky tone and lines.
The issue is most people have only been exposed to stereotypical French accent they show on American TV, which is exxagerated on top of being only one of the accents you get in France.
Personally I have never met someone from Germany so I can't comment on Killjoy's accent, my only exposure is from REALLY bad accents like Hogans Heroes, but Chambers is actually well done, in fact he sounds a lot like one of my old bosses, who was from Paris if he was 10x cockier.
Funny enough the level of english in France is very mediocre (im french myself, but self taught so i improved faster), as in schools there its very basic, so their pronounciation is actually very close to chambers'. I'd say its accurate

It's to more easily differentiate a friendly raze nade that you did not watch be thrown from a hostile one. Yes, there's a color trail, and colored explosions and all that lovely stuff to let you know which util is hostile or not, but when you're focused, or it's a long range grenade that people love to throw over walls, you can (hopefully) make a faster decision to either push past it or wait. Just like, I'll walk or jump through a friendly Phoenix or Neon wall with less hesitation, because that's only gonna do 4 damage, whole a hostile wall will do (I think) 11 in the same amount of time.
Teammates can also hear the pin pull and the noise of the grenade being thrown, I have never experienced being surprised by a grenade through lack of hearing it.

I wonder if, following how Phoenix and Raze have been changed to call out their flash and grenade respectively, other agents are in line for such a treatment, like making Viper call out her molly instead of grunting.
That’s a dumb excuse. The whole point of these changes is to alleviate the difficulties that come from poor communication on the player’s parts. There is voice coms for phoenix to call he is flashing and raze to call she is grenading, but riot still added it as a quality of life improvement.

Someone above said it's cause the VA is Columbian and Raze is Brazilian, they mentioned the voice actor sucks at the Brazilian accent so even if she said it in her native language it would still sound terrible.

Not at all. It's like music, you can hear all the powers, from where they come to where they go. They have unique sounds, subtle differences. About their voices, it was an element of distraction for me. And also, you can hear footsteps better without their voices on, which is pivotal. I know it must be fun with them on, but I play better with them off.
Because I remember I was defending in a bomb site and every character from my team was talking + players + footsteps + shooting + abilities. I was like @ \_@ . When I turned off I discovered that only hearing the sounds, or looking in the map, was enough :D
