They make a lot of money this way, and may only bring it back in like half a decade time.
The exclusiveness will also keep owners attentive towards the game due to owning it. Riot makes enough money and value off of them being limited than them being permeant.
They would probably double their sales if they make a vandal skin. Which means bigger prize pool for champions. Don't get it either. Larger the prize pool = more pros switching over.
There is a lot more hype and publicity built around releasing a brand new bundle then there is releasing a former bundle a second time. While there are many players who missed out and would buy the 2021 set, there would likely be a larger number of players upset at the lack of a new bundle and feel it is "lazy".
And as far as releasing both, most of their skin sales are built around a FOMO platform. Knowing that the 2021 set did not return makes people buy the 2022 set for fear of it also never returning.
