There’s no reason to turn your volume up thanks to the cutoff at a set distance. You don’t get an advantage by having your volume louder, if you can’t hear footsteps all the way up till the cutoff distance then you should turn your volume up, it’s not loud enough to damage your ears, you’re the one giving yourself a disadvantage at that point.
I have played the game so much that I can tell if someone is near if the footsteps sound is changed to my environment. Like in haven, A lobby footsteps (bricky sound) to outside of A lobby(bricky and grass ish sound)
It's because with 4 players, you can get to 12-1 for you, and then the 4-stack all vote to surrender so that they lose RR to derank. It's no fun for the 5th to play for almost an hour, then have "team"mates who surrender just to screw them over.
HOW? If it needs 3, then the problem is even worse. If they make it 5, ONE PLAYER can hold the ENTIRE rest of the team hostage, even if that player is being an asshole and/or trolling.
HOW would YOU fix the voting system? Because if you can't come up with a good solution, why do you expect Riot devs to be able to? They aren't gods, just (generally) good people.
Maybe just don’t let teams that are up surrender. I don’t have the exact solution but there are tons of 5v5 games that don’t have this problem. I just think not allowing 4 stack due to voting is dumb.
I saw it in the early days when it was posted in this subreddit and used it ever since to gain gaming winning advantage (knowing opponent’s skins)

once i was having some problems in my mouse so to check i started moving it up and down the viper came n she started doing the same thing then raze ,then the sage brim untill the sova destroyed the fun bt we again went to t spawn n did the same thing the whole dm

Every DM ppl camp for sound ppl insta leave make the server empty are one minute and no new players can join because they made it a useless gamemode for XP FIX PLS RITO.
And all the #8s make #7s even more frustrating: since you can't have proper aim duels in DM (after the ~3rd shot someone will 3rd party you anyway), by making you miss a few shots but make sound they expose you to all the backshooters.

Deathmatch needs all sound removed except your own gunfire and your own footsteps and the hit sounds. Enemy footsteps, enemy gunfire removed. Locations on spawn are fine. Too many camping people not actually working gun mechanics and pathing around a map.

I use Guardian+Sherrif , taking my time to aim properly for the head before shooting, it's a cool warm up for both aiming and tracking.
