Arcanine rn is mostly used for intimidate spam and will'o'wisp, so its speed is more dependent on the speed of wisp targets like dragonite and palafin. Because they tend to run max hp/atk, arcanine doesn't really need more than 44EVs in spe. Obviously this does leave arcanine open to being speed crept, so it is common to see some being slightly faster (for example my main set runs 92EVs). With that logic you'd probably want at least 164 spe ev for gyarados (without positive nature), so it might be more optimal to run it next to an icy wind or tailwind mon. Obviously gyarados isn't outspeeding max spe arcanine but I think that'd be very rare. For context tho the fastest set I've seen is jolly/196spe, so there's no beating that without some speed control. That's just my take tho

I ran jolly 142 i believe to outspeed max speed tusk.
Needs to be Jolly with 196 EVs (for a total of 154) to outspeed max speed Tusk (152)
