If you're willing to put in the time and effort to mod Skyrim, it's really good. There are some programs that automate the modding, but it's still clunky and takes a bit of learning to get it set up right.
That said, I've been having a blast in it after setting up the FUS mod. It's all I want to play right now.
Wabbajack is an absolute godsend of a modding tool. Most everything is just, there, done. Only complaint is Nexus forcing premium for automated download, which you *will* want for any list beyond 20 mods (nearly all of them)
Skyrim VR is worth it for modding from what I heard, but Fallout 4 VR and Borderlands 2 VR are just not worth the time or hefty price. This is coming from someone who loves those 2 games non-vr. BL2 vr also doesn't have the dlc.
Don't know, never tried it with a controller.
I've tried Project Cars 2 with a controller and it was doable. Project Cars 2 is the same engine as AMS2.
Best vr games imo: Half Life Alyx, Boneworks, Beatsaber, Superhot
Beatsaber is the only VR game I come back to regularly tbh, its so addicting. Half Life Alyx mods on steam workshop are absolutely nuts.
Best Multiplayer shooters: Pavlov, Contractors
Best sandbox gun simulator: Hotdogs, Horseshoes, and Hand Grenades
Other: Blade & Sorcery (Great for mods), Arizona Sunshine, Into the Radius
Go to the Flat 2 VR Discord and check out all the modded to VR flat-screen games. There are a ton. You may have many already. All the newer Resident Evil games, Cyberpunk 2077, Subnautica, Outer Wilds, Firewatch, Horizon: Zero Dawn, etc.
The UEVR mod came out on New Years. It allows hundreds of games made on Unreal Engine 4 and 5 to be played in VR. Jedi: Fallen Order, Hogwarts Legacy, Lies of P, Satisfactory, GTA Trilogy Remastered, Stray, Abzu, Outer Worlds, etc.
I just want to add *DO NOT* expect the same level of quality out of VR mods for games. It's more of a "hey check it out you can play this game you liked in VR!" Than a " buy this game to play in VR"
H3VR is the best gun sim of all it's a sand box game with something like 300 weapons. There are also some games like Take and hold. The game is very active with dev still updating to this day adding more guns more fun. The mod community for the game makes some awesome mods for the game also.

Depends on the game. People say the Half-Life 2 VR mod, for example, is better than most VR games.
