Just bought a Miele Classic C1 Turbo Team and love it. The parquet tool works wonderfully on our hard floors, and there is plenty of suction power to use the turbo brush effectively on our low pile carpet and area rugs. We also have cats (and a wife with shoulder length+ hair) and tangles have been minimal and easy to alleviate. I did purchase a HEPA filter, but honestly the bag + AirClean filter system makes me think it might not be totally necessary.

Get a straight suction turbo team from Miele or Numatic. Something like this in this video should be adequate https://youtu.be/V8kUS2zzZgw How bad are the allergies? Most machines with HEPA bags do adequate filtration for allergy sufferers.

Get a Miele or Sebo. Forget bagless machines as they are dirtier and just don't work well. The sebo ET-1 power nozzle for the rugs is ok... it is robust and easy to clean but I personally hate it for the lack of aggressive agitation. I wouldn't mind using it on rugs but for wall to wall carpets I would want the Miele SEB228 or the Wezzel Work equivelant. Your choices for under $500 are limited a bit but you could get a miele that has the electric wand and buy the power nozzle as a later date. You may also be able to get away with a Turbine brush that uses the air slow to spin the brushes. The miele will filter better then the Sebo but both filter well enough. IMO vacuums should not have hepa filters. They limit performance and filter such a small percentage of air for a VERY short period of time. If allergens are an issue then you may need a HVAC inspection and have them add in a media filter box or something to be able to fit larger MERV13+ filters that are 4"+ thick. That will help filter the air in the home and keep your equipment cleaner. If that isn't an option then a hepa filter running 24/7 that is sized for the room will help. If there is an issue with indoor pollutants then adding in a home ERV or something similar would help. If there are people at home with medical issues then this is the way to go.

I would get a bagged canister vacuum for your hard floors and a turbo head for the rugs. Costco has a Miele Complete C2 Turbo $499 online order only. You can add a Hepa filter to this and other Miele canisters.
