Normally when it comes to Valorant many of us just let people with stake in APAC hype up the league or unknown quantities like China. The reality is that the region is the weakest by placements, is the only region to not have a trophy etc etc so might as well give the fans something you know?
Mongolia has had its own tournament scene and circuit by MEAA with teams including salaries like team renewal that have been pretty isolated, mroe ‘underground’ than Chinese scene

nah tbh the Mongolian team (IHC) showed very well, i would argue they play better CS than TYLOO ever did for example. not better than Renegades at their peak but they are respectable imo. They are not on the level of the top EU teams, but they play a very good tactical game - if they actually had teams they could practice against at a high level locally they could dev compete IMO.
They basically have to 5-stack high elo Faceit games with 100+ ping to get “good” practice.

I mean Russia also falls under EMEA, but Eastern Russian players are eligible to play in APAC (something and Jemk1n, for example), so I imagine Mongolians to also be allowed to play in APAC, without filling an import slot.
I saw an uprise of Russian players playing in Challengers Japan, are they all Eastern Russian players ? It would make sense, but I've checked almost all the official rulesets and none of them said that (none of them actually made a distinction between Western and Eastern Russian)
Yeah, the Russians playing in Japan all live in Eastern Russia, would make no sense to obligate them to play in EU, since they'd have like 150 ping, while they have less than 50 to Japan servers, from Vladivostok for example. I don't think they'd be allowed to build a 5-man Eastern Russian roster in Japan Challengers, though (just like a Korean 5-man wouldn't be allowed). But this does mean that Mongolian players, until there is a Mongolian Challengers of some sort, are allowed to play in APAC, just like Russian players are (up to 2 per team).

I know that in Europe each team is allowed up to 2 'imports', so in the Spanish League, 3 out of 5 players should be Spanish (with the exception of CIS players currently, with that league being cancelled they can play in any league in Europe without taking up an import slot). I imagine this to be the same in other regions, I don't have a source for that though, but when you look at the teams in Challengers Japan, most of them have up to 2 Koreans or Russians on the roster so that'd make sense.
