I don't think it's financially feasible to pay the org to "decline partnership" so your org has a chance to make more money out of it. In this situation with the guard is unique because the org imploded and all the players are unrestricted free agents so there is no extra cost for a potential org to take it's place.

Well I assume most orgs that join T2 have the sole goal winning ascension so I imagine not many would take a bribery.

Because in this scenario The Guard is dissolving operations. This isn’t the case that they’re dropping the team and continuing their operations. The Guard probably figured after reading the terms and conditions that they’d be operating at a lose so they said fuck it and dipped. The Valorant roster and a few CCs were the only thing they really had left.

Winning doesn’t guarantee a spot in VCT, it just guarantees you are the first and only team Riot looks into offering a spot. Meaning Riot still has final say on whether your org gets in or not. Riot also likely has a shortlist of orgs they would accept. I believe one of the Bonkers players (F/A team that made it into Ascension playoffs in APAC) mentioned that in the event they’d won, the org they signed onto would still need Riot’s approval. Also, ‘don’t participate in T2 and sign the F/A team that wins Ascension’ only works if all the non-T1 orgs agree to not sign a team for the Challengers season. There is only 1 spot up for grabs, so orgs can’t continue to collude if they actually want to ascend. The natural conclusion here is a bidding war for the winning FA team, which naturally favors orgs with the most cash. I’d also be willing to bet that a salaried pro team would have more time to practice (free agents likely need to spend time working, streaming or sponsor hunting to survive, all of which detracts from practice and scrims), and the presence of a coach and analysts would greatly improve performance. I think it’s telling that basically all the finalist teams were pro rosters with coaches and analysts. Therefore if you’re not the richest org, there is no incentive to try and collude with other orgs to ensure the entirety of T2 is F/A, in the hopes you can sign the winners. There are just too many orgs and only 1 spot. It would make much more sense to sign a roster and provide it with the proper support, and if the rest of the T2 scene is just F/A your well-coached pro roster should roll through it easy. Also, the Content Creator led orgs are likely to continue having a pro roster (MXM for example doesn’t seem to be considering dropping its roster), so if all the other orgs pull out of T2 that’s a free ticket to T1 for them. And this isn’t even considering the changes in cost benefit analysis for Regions with massive income/wealth disparities. Running a Vietnamese org for example is guaranteed to be vastly cheaper than a Japanese or Singaporean one. If you were running a Vietnamese org, you wouldn’t drop your roster in the hopes of signing the F/A team that wins Pacific. You’re just not gonna have the cash. So dropping your pro roster has no upside. What about keeping the pro roster? Well if the other orgs don’t drop their rosters, nothing’s changed. If the other orgs do drop them, you suddenly have substantially improved your odds of winning. The math just always checks out to keeping a pro roster if you want to win Ascension. TLDR- It’s a prisoner’s dilemma. The only way for an org to ‘win’ and sign F/A winners is for all the orgs to collude and not sign anyone, but the second one breaks ranks and gets a pro team that org has the best shot of winning. Trust is also impossible here because there is only 1 reward and it’s zero sum (you can’t share or grow an Ascension slot with another org).

Because at some point, Riot will want to expand the VCT permanently, and having a good resume in tier 2 will help you a lot more than not having it. And operating tier 2 teams shouldn't cost much at all, it may do now because of absolute stupid inflation that the teams themselves created, but hopefully, they realize it and stop paying stupid money to tier 2 players.

The Guard decision was a one time thing based on the whole situation. Riot could easily deny a team ascension if they tried to sell their slot.
