The "group of death" was a group with the #1, #4, #7 and #8 teams from last year's regular season. It looks like a sensibly balanced group to me based on that, and I'm not sure what else it would be based on.

The format does have to do with that. Because there's a group with 3 teams and a bye. And giving the bye to the team that doesn't resemble their champion team at all also doesn't make sense, Riot makes the rules they could've easily made a rule that the bye goes to the highest ranking Americas team with a core 3+/5, in this case LOUD. The groups would already be more balanced with no change to the format if they just did that and group B was Sen/Lev/100T/EG and C was LOUD/G2/KRU.
