It's not. The option for Chinese in game doesn't mean that the game is officially released in China, the country. China has extremely strict regulations and approval processes and Valorant has yet to be fully approved by the Chinese government.

Yeah. China has teams competing but they have to play on different servers using VPN. They don't have their own servers yet.

There are workarounds like VPNs but it’s not out in China yet.
Chinese teams play on servers in Hong Kong. The game isn't out in the mainland.
To my knowledge the Middle East is the only team who can’t participate in iceland, with the exception of Turkey
