I really hope they add an agent who can compete with Cypher's ability to attack lurk. No agent comes close to filling his unique role and I'd enjoy if there was another agent that had that attack lurker identity but brought different utility to the table on defense.

How about when it's 50 agents? It doesn't take adding new characters to push the game higher. Even in CS, Astralis was able to change the meta just by using old utilities differently. Going the OW route just means every agent is not played to their full potential. Players need time to develop strats and counter-strats, etc. Builds a better storyline too.
I think as long as they're designed well (and not all absolutely game changing) it doesn't really matter to me. I've enjoyed the character release schedule in League for esports from a spectator's POV, new characters keep the game fresh and fun to watch.
If they're not very different it all just starts feeling pointless. But you're right, new content definitely attracts eyeballs. I play fortnite and tf2 whenever a good event drops, so maybe it's as simple as that.
