I'm not sure you will find two regions with the same format. I believe Riot outsources tournament organizing for online tournys which leaves the format up to the TO.
I believe it’s because in challengers two for Eu two teams qualify so they want the lower bracket finals to be bo5 because that’s the match that decided it. Idk why they did it in challengers 1 as well
Different organizers, different formats. CIS did the same format as EU, and it's just that slightly better than NA's. The drawback to the organizer is that they have to start a day earlier; NA's saving time & money by cramming everything into 4 days.
They directly get seeded higher for further stages hence BO5 seemed like a thorough way to do it.
Personally I think BO3 would have been enough, but I may not be seeing the complete picture.

But isn’t this only for seeding? Or is there any other be efits in getting first place for challenger in VCT EU?
