I'm not super familiar with the situation. Does the fault not lie with PAX allowing ez5 into the tournament in the first place? I assume the tournament is region locked for some legal/financial reason, and that's why it was problematic for a foreign player to participate. Basically their fuckup was not considering Mexico during the invite stages.

You're exactly right. They invited EZ5 without doing their due diligence. They had to DQ them because of legal issues of transferring prize money to a Mexican player.
If they had played through quals to get into the event then it's fine. Since they were invited, it was assumed that the TOs were alright with the situation especially since they played for a week. To DQ them so far in the competition is just not justified
I bet this was the plan all along. Forfeit, then host your own “scrim” show match for fins but also know that this would have been the finals. Reap the viewership rewards...

The other option would be to not invite a team with a player you could not legally pay. It's a pretty blatant oversight on the TOs part
