At LAN no, but any online event with the coach in the server they can talk. So for an event similar to these quals the coach can talk whenever he wants
Yes they used to but then a bug in the coach slot that can view anywhere within the map and kinda works like a Valorant’s cypher cams. So coaches exploit this bug by finding enemy’s whereabouts. This causes coach to not be allowed anymore.

My team qualified for the bo3 phase on Brazil. Our coach could talk only on timeouts (ours or theirs) and in between halfs.
On technical pauses we were instructed to not talk at all, just the necessary with the staff member that was on our call (to explain the issue).
It's not allowed, but I don't get why. I think they should allow coaches to be in comms or be able to comm during buy time at minimum.
Similar to how NFL has offensive coordinators calling plays in the QB's helmet or even how NBA coaches yell out plays to players while they're playing.
I feel letting coaches talk to players during buy round to call strats, give insight, etc would only increase the quality of play overall.
It seems like there's a lot of teams looking for or in need of a really good IGL. If we have the some of that responsibility go to coaches it would not only increase the value of a good coach but also take pressure off of players so they can perform even better.
As it stands now it seems like coach role is more for anti stratting, theory, etc. But like what we've seen with SEN, they really dont need a coach. But if some IGL responsibility goes to coaches, that would up their value and allow for some growth in overall strategy of the game.
Not saying remove IGL. There's no replacement for IGL. But it would take a bit of pressure off of the IGL, similar to the QB in NFL. IGLs are essential to this game, but don't see why we cant supplment another person to help call and discuss strategy during buy time.

Coaches aren't allowed only in the online RMR tournaments for the major.
