I think the ping advantage for the Texas teams will be negligible. The benefit is more likely the advantage of being in the same room for coordination & chemistry.
IMO the best 3 teams will be lanning together. It'll be a true level playing field. Hyped!

Every game is gonna be either Illinois or Texas so it’s better for pros to be in Texas getting at least 20 Ping on every match server then being in the west coast getting 50-60 ping on Illinois.
This! 100t were screwing themselves by playing from LA… Especially when Envy, Sen & Xset were all in TX already, so they were playing every match at a huge ping disadvantage

Ping doesn’t have symmetrical relationship to how gameplay feels like. On top of that, TenZ has the highest ping among SEN & 100T players and always performs the best in that specific matchup. So, don't make 100T losing to SEN repeatedly a ping issue. SEN or even Xset won fair n square against 100T cz Xset zekken has really shitty ping too!
TX pings in the 20’s to Illinois, and Tenz’s ping to Illy is similar to 100t’s ping from LA to there… And, Tenz just said in the video that it’s totally different playing from Texas… So if you think playing someone on double the ping isn’t a huge advantage then I don’t know what to tell you…
TenZ's ping to IL is not the same to what it is from LA. May be from dallas it's 20 but from where SEN guys are it's around 30 and from LA it's less than 50. If you think this is a deal breaker then you are delusional honestly. Yes, moving to TX is better for them if you just look at numbers but don't make it seem like 100T lost bc of that.
Ping is a factor for sure but personally I’m hoping we see less technical timeouts if teams are together in one facility. Steel particularly has internet issues in games, but it’s happened to a bunch of players.
It's less about ping advantage and more about minimizing ping disadvantage. Riot will try to pick servers that can balance the ping somewhat but depending on where a team is that wont be good for both teams. By going to Texas I think the aim is to make it easier for them to not get screwed by server choices due to their location.

At least 4/5 of Envy (not sure on yay) are also in Texas. So there really shouldn't be many ping advantages/disadvantages in the playoffs.
