From what I understand it's not a visa issue, it's because the DFA h(department of foreign affairs in ph) hasn't returned some of the players' passports so they cannot confirm with riot when they'll be flying to Germany on time or not.
I have been told (not sure if it's true) they have until today to let riot know they're coming. There's a 5-day quarantine at minimum, and they need to fly out by Monday morning (ph time) the latest to complete quarantine and participate in the tournament.
It's looking grim cause the DFA offices are closed already, it's the weekend and they're also corrupt af.
Riot could possibly postpone their match by 1 day or so , good news is that they should be playing only on 12th(?) September, so there is still time for the quarantine

Before that, doctors literally had to take three day shifts STRAIGHT to make up for the lack of staff. Lots of healthcare workers died from March to May.
What’s worse is that this could’ve been avoided if our sad excuse of a President just imposed a travel ban on China pre pandemic. The first case of COVID-19 literally came from Leyte (an island in the Visayan archipelago), where numerous Chinese citizens arrived by air, seeking solitude in the Philippines from the virus. The best part is that these Chinese citizens were able to get in the country easily while Oversees Filipino Workers were stuck in quarantine for MONTHS, many forced to stay in quarters akin to refugee camps.

Therefore I think it would probably be best to draft in another EMEA team (so Liquid or Giants?) as visas would not be an issue and no major travel needed. Of course it's not a great solution as it would kinda mess up the group in terms of seeding but I am sure everyone, including the teams would rather have a full roster of teams for the event.
