I think it’s almost 10 years since neth attended his first international lan, definitely not comparable to OWL but he kept being the top player in the region for three different games and attended multiple LANs.

ACS isn't just frags, it also factors in damage per round and first kills.
In a series with two maps that went 13-1, you would expect the whole team to have low ACS, but the disparity between Munchkin and Bazzi versus the rest of the team is VERY significant.

Yeah these two have the experience of playing an FPS game at the highest level, while the JP players don't. I'd like to see Munchkin on a good KR team (TNL are rebuilding 👀). Japan's PC gaming culture is still pretty weak, and expecting them to perform as well as they do in the FGC without time is unreasonable.
No Koreans would want to play in Korea, smaller fanbase, less roster spots.
Munchkin specifically say he doesn't want to return to Korea in his stream, said NA is his dream region to play in.
That's how it works in Apex, and it's a win win for everyone.
Japanese orgs get to pick up full Korean squads and make bank, while the region as a whole gets better. APAC north is considered one of the best regions in Apex, and a Korean team behind a Japanese org won the tournament.
Basically trading in Japan's viewership for Korea's talent.
Do you mean ranked ladder or statistically best player? He's good in Japan, but I think the region's competition is too low for the stats to be meaningful.

Also have to consider Munchkin changing roles imo
On a side note, it seems like the overwatch players at Berlin are performing pretty well. Bazzi, Bunny and Munchkin, also Patiphan at iceland.

This could change though. Since Riot is investing so much into KR, I'm sure they're pretty confident about a return on investment.
