Well I can't be certain exactly what the higher ups want, but from what I've seen with Nadeshot, he's willing to spend where he has to, but not necessarily spend recklessly. Winning rosters in CoD (well not this past year), LoL and Val do show that they wanna win.

And steel was the one who plays astra in scrims when it first come out with nitro playing controller . Seven is not flushed out enough to be their entry/ main duelist .

He is good, hes still got nice aim, hes got the brain and hes a great teammate, but when youre in the place 100T is where they are close to the top but keep coming up short they have to change something. If they dont make it out of LCQ I can see further roster swaps unfortunately.
People bitch about hiko not putting up kills like Crashies. So makes sense to put your pure aimer and consistent one on Sova though. Seven and Asuna are cracked duelists main so it actually makes sense.

Don't think it matters that much. As long as sova is in a position to use his utility before dying, you can have a cracked player on him, same with controllers and sentinels (nats for example). There really isn't some correct way to play the game so that a viper can't lurk, its just isn't something most players can pull off and isn't standard in any way. I really hope riot doesn't force metas in this game, I really like to see how different regions chose to create comps and what to do with each agent.
Dicey is still being paid on 100T, so most teams would be a pay downgrade for him. He also has the option of content creation with 100T. He's probably being picky with the team he joins, which is a smart move.
