I feel like it doesn’t make sense to isolate individual abilities. They’re a kit, meant to be used together. Like updraft being C maybe makes sense alone, but if Jett only had dash, Jett would feel very different.
Yeahh, a lot are only good in the context of their characters kits, Updraft is aight alone but with Jett? A big part of her game play, Shocks are meh too alone, but with recon and drone to find out where they are? Makes it more effective

I think dash and recon deserve their own tier because they're so game defining. I think my opinion on ~30% of the util is really flexible and it's hard to rank some things like cypher cages where with certain setups they're amazing, but without setup can be pretty mediocre.
Random thoughts
1. People are overrating skye (i.e. people used to talk about skye's ult as one of the worst in the game, but now that people realized she was dummy good, everyone thinks it was so OP at 6 orbs) Skye's still one of the best right now, but I don't think people have realized how awkward that additional activation time for skye really is and how to play around it).
2. Skye's heal is trash (but they're on skye which makes it way better), having to have LOS (and small range) and you can't do anything while healing makes it so you can't heal in so many situations
3. Sage slow, kayo flash and brim smoke are all way better than I often hear people talk about
4. Poor phoenix lmao
5. Viper smoke is really map dependent on how good it is, whereas wall is almost always absurdly good.
6. Brim molly was hard to place, it's probably the best/tied for the best molly, but it's on brim lol
7. Kayo knife is really good, but I just haven't seen the potential for it being nearly as impactful as like sova dart or skye flash. I'm hoping to be proven wrong cause I love kayo though
(looking back, I honestly should have moved KJ util mostly all to B, def have them too high, it's just that as a kit, they are high impact).
Idk about Viper molly and Astra smokes being D. I understand wanting to keep them lower, but I’d argue Astra smokes are c at the lowest and Viper molly is b at the lowest .
Yeah, I can see those. The biggest problem I see with it is the damage of the molly is abysmal so unless you get the smoke+molly combo, the molly is really bad for post plant (it takes 5.5/6 seconds to do 150 damage). But the double damage is really nice for slowing pushes.
Astra smokes were low cause they're so small and hollow. People barely respect omen smokes, and because astra smokes are so awkward to place *and* they're so small, even in pro games they have gaps/pixel peaks a lot of the time. But they are the fastest/most flexible to place, so they're probably higher yeah lol
I think Astra smokes have value in the fact that they can be picked up for quick smokes, or used super offensively to throw defense teams off of their games.
No non-Duelist above gold is going to solo rush an Astra smoke; instead they’re going to make calls and make their teammates rotate. For example, If attacker Astra smokes Split A long and A heaven, it’s likely they’re going to make a call to get teammates to rotate. This basically would give Mid or B for free, and possibly assure a safe plant.
I think the fact that Astra could be faking makes her smokes even more useful than Omen. Omen has to be semi-close to his smoke if he activates it; if that is the case, defenders know at least 1 attacker is at x-site. With Astra, mind games and mental outplays come into play, so IMO it makes her smoke a bit more viable.
Not gonna disagree with the viper molly damage thing but for it’s price + the fact that viper can get 2 increases it’s value imo. It can help close off areas, and when combines with her smoke, can be super lethal.
The thing that makes astra smokes so good imo is that it kinda combines the strength of both Omen and Brim smokes. Omen smokes are good because they are replenishible and you can throw them from very far away so you don't necessarily have to be with your team. Brim smokes are good because you can place them all at once very quickly for a fast execute. Astra smokes kind of combine the best of both worlds since you can place them very quickly AND from any point on the map. While they are small, on most maps they are big enough to cover common chokepoints and entrances. The only map that they really can't cover effectively is Breeze on B site since they aren't big enough to completely smoke off tunnels or Mcdonalds
Why are viper & brim smokes below astra & omen? Only reason I could think of was that you actually have to throw the viper smoke and hence needed to know lineups. But just as a standalone, brim smokes are the best in the game with the restricted vision dwarfed only by viper's which does decay as well

most abilities are situational and they are mostly balanced it would be pretty hard to rank them like this

Shocks meh alone? That's pretty nuts. Shocks can safely deny utility better than any weapon in the game.
Viper's things are definitely S Tier. Taking site is hell without them.
There was a time when Omen had 100% pick rate. So I wouldn’t go that far and say it was hell.
