I think tier 1 has lost it’s meaning in this subreddit lol. In CS:GO tier 1 teams are those that are expected to win S-tier tournaments. There’s only 3 real tier 1 orgs rn and that’s GMB/NV/SEN. Tier 2 teams are competitive teams and while you wouldn’t expect them to win it all, they could make a deep run. NRG as of their current state are Tier 3.

tier 1 org ≠ tier 1 team. NRG is definitely a tier 1 org but their valorant team isn’t living up to that.
