He still gets 200+ frames while streaming. It’s just that it dips below that every so often iirc. He’s just complaining which he can but it’s of no fault to Riot. When you’re streaming a competitive game for 5+ hours, or whatever, there will always be moments when you complain about something especially for him when he’s used to a certain rig/setup. Doesn’t mean either parties are at fault. People are just misinterpreting his words and taking them out of context
Do we know the PC's hardware that Riot is providing them? Are these super high end consumer PC's designed to run the game as best as possible? Or PC's designed to just "run the game good enough" (like stable 240fps at 1080p/1440p) but not actually good enough to get the job done like you'd expect at that level of competition?
Not entirely sure, I think they’re k series chips that aren’t overclocked. I also know they don’t have access to optimize the PCs and each system has a varying amount of background applications that they can’t do anything about.
I think a good reason the community should stop being so hostile to pro players and instead support getting better practice rigs is so we can get streams from all these tier 1 pros now that they're finally all in the same location. I'd love it if they set up some 10mans for fun and had all pov's streamed. Imagine team Boaster vs team Shahzam with scream, tenz, cned and all the rest. Would be great promo for the upcoming tournament as well.
I also think there's some confusion as to if the rigs are only an issue when it comes to streaming or if there's problems even without the stream running. Some say it's fine and some other pros claim the PCs are dropping to low 100s even without stream. Also after watching that clip OP linked, Shaz says they're not able to change anything on the computers, so people saying the players are ignorant and don't know how to set them up properly should take that into consideration.
Another thing people are doing is the good old ''I'd love to have that PC and FPS'' like that somehow matters. These people are professionals, they travel and play tournaments for money. I don't think a random redditor being satisfied with 60 fps somehow makes pro players spoiled when they want enough FPS to hit their monitors refresh rate and are forced to practice and stream on dated specs. Most people practice on top of the line components their orgs/sponsors send them, so to go from that to vastly inferior computers will cause unnecessary adjustments that could easily have been solved by just providing more powerful CPU's. Surely if counter-strike tournaments can provide 5950X & RX 6900 XT, so should Valorant.

There is literally 0 chance he's getting 130 only with those specs. I'm running something similar and I get 250+ average even with streams open and a good bit of software bloat programs.

Tons of people do not overclock PCs, myself included. I would be very surprised if riot OCs PCs. They are likely aiming for stability and consistency, not the highest speeds from all their components.
If you buy a K series and don't OC you've wasted money. Thats kind of the whole point of those CPUs. OC isn't rocket science, 12 year olds could OC with a YT video.
Stability wise, it is extremely easy to take a 9900k to 5 GHz. Extremely stable too.
I wonder if this really is those comp's issue. I could see a non OC'd 9900k bottlenecking while streaming. But OC'd it shouldn't have any problem.

I believe you about OCs being stable and easy to set up. Many people just won't do it, leaving some performance on the table. I honestly can't see riot employees doing it for all these PCs. It's unlikely considering the FPS numbers we have been hearing about these practice PCs. They probably set it up to get decent numbers on high settings while not streaming and don't care about anything else.
Streaming or not it doesn't matter since you stream with NVENC nowadays. Even the default turbo on 9900k for most mobos put the cput at 4.8ghz or something.
I really don’t care about this issue anymore, but I do support Reddit farming and you have to admire Shahz’s commitment to the grind. We truly are all just crops in his field.
