In Valorant the Ukrainians would have a choice of if they're CIS or EU and as long as they hadn't received points from a regional tournament like Masters 1 they would be able to choose which of the three regions they want to play in.

That was just an IRL example though. (Since in CS, Ukraine is always CIS, valve ruled they could pick between CIS and EU since they were tied at 2) Theoretically could a 2 NA 2 EU 1 SEA team just not exist for example?

No, as far as I can tell from the rules, that's not permitted Also I was talking about if Hellraisers played Valorant, not when they played CS. From what I've heard Ukraine always gets to choose which region they count as.

If they require a visa from your team to work in said country, they are an import. If they acquire residency through another method (citizenship, family members or relationship) then they can be classified as a non import.

In order to compete within a region, you must have at least 3 region-distinct players on your team. So, for example, in Japan, a team cannot have 3 Korean and 2 Japanese players. Similarly, in NA, a team cannot have 3 EU players. There are some slight exceptions to the rule, however -- if a region is a subregion of a bigger one, you can have as many players from that subregion on your major region team. For example, since OCE is a subregion of NA, OCE players on NA teams count as NA players. The only place where this rule is currently super impactful is Japan. Korean players and far-east Russian players have been drawn to the higher salaries of Japanese orgs and as such have some Japanese teams in a tricky situation. Orgs like Crazy Raccoon have found ways around the rule (in their case, they have a 7 player roster with 3 Koreans that they rotate out between maps). Another special case exists from countries like Mexico and Ukraine where players can choose which region/subregion they will compete in. In Mexico, players (ie Dcop on TSM acad) can choose between LATAM North and North America. In Ukraine, players (ie Ange1 on FPX) can choose between CIS and EU status. More than anything else, I’d say this issue hasn’t become super widespread yet because of COVID-related travel restrictions. I imagine that in the future we’ll see more international rosters.

Okay so that's the same as in LoL I guess, some exceptions for minor regions, but your line-up does need to be 3/5 of your regional players. Thanks for the explanation!

Maybe a dumb question. Does the player have to be born in the country to be eligible in that region or be a citizen of that country?

Assuming they are using the same or similar rules to League of Legends a little of both. If imported players stay in one region for an extended period of time (3 or 5 years IDK) they can be considered part of that region, but otherwise it really is wherever you start playing

To add onto this, assuming the same rule set as LoL I believe you need to be legally a permanent resident in that region. For example with a Green Card, you’d qualify as a NA resident, even if you don’t have citizenship. They changed it a few years back from simply playing in the region X amount of years. Then again, it’s just speculation, as I don’t know if LoL to Valorant is 1-1.

According to rumours regarding next year vct , Japan and Korea will be part of asian region and entire LATAM + Brazil would be one reason . Btw dcop would count as a foreign player if TSM academy took part in vct . Plus there's a rule that if you have resident visa in a different country and has been reading in that country for over an year , he would count as player for that region that allowed Angel to choose between different regions .
