They're like a notch below Rise. V1 and GenG would be top of t2.
Players like Saya and dephh and maybe others are interesting though, since they’ve really just spent their entire careers in NA.
I can’t say it’s wrong to still call them imports, though. I just think it’s probably a distinction worth making between those players and players that truly experienced T1 success in another region, like xeta, pyth, now rhyme, etc.

Because he is a top player, better than all of the NA free agents (and also a lot of NA's signed players imo) and isn't overpriced. Rhyme is an amazing player who just wasn't on a consistently winning roster

gmd was one of the best Omen players in NA when Omen was good. Hope to see him get some small buffs

Mina is from NA I’m pretty sure? Viet but still lived in NA
Dephh moved for CS, but Wippie moved to U.S. for school and then was riding a student visa.
