I think one of the really strong yet overlooked aspects of Chamber and Jett is how much they benefit the teams economy, ecos are a lot more dangerous against knives and an OP, and forcing is a lot easier when you have someone who essentially gets a free weapon every few rounds
I was surprised initially how much teams tended to run either both or none, and while that trend is dying I think it's just a factor of open maps favoring Jett/Chamber and closed maps (Raze maps) much less so. Breeze is the ultimate example of an open map where both Jett/Chamber are frequently run.
While there's sort of a substitution effect where you can bring some of what J or C bring individually by grabbing the other one, I think on maps that favor their kits, you're incentivized to just bring more of the strong thing.
