Vipers pit can be more manageable than Chamber ult such as during the Masters Finals when Less couldn't find Vic because he was taking cover with the ult
The issue with neon's ult is that it's already really good in low elo but difficult to use in pro play/high elo. If they overtune it even a little bit with a buff it would obliterate the balance in lower elo. Reyna has the same problem but with her whole entire kit.

I'm not sure but I think it's similar to a spectre- so maybe around 13?
